Canada has long welcomed foreign caregivers to help meet the needs of families, especially in providing childcare, elder care, or support for people with medical needs. But did you know that working as a caregiver in Canada can also be your pathway to permanent residency (PR)?


If you're an OFW with caregiving experience—or planning to become one—this guide breaks down the steps, visa programs, and how to transition from temporary worker to permanent resident.

 

What Is the Caregiver Program?

Canada offers specific work permit programs for caregivers under two pilot streams:

1. Home Child Care Provider Pilot

For those providing care to children under 18 in a private home.

 

2. Home Support Worker Pilot

For caregivers who help seniors, people with disabilities, or those needing care at home.

✅ Both pilot programs offer a direct pathway to PR, provided you meet the requirements and gain enough work experience.

 

Who Can Apply?

To be eligible for the caregiver work permit under these programs, you must:

  • Have a valid job offer from a Canadian employer
     
  • Be qualified to do the job (usually 1+ year experience or caregiving training)
     
  • Meet the language requirement (CLB 5 in English or French)
     
  • Have completed 1 year of post-secondary education (or equivalent abroad)
     
  • Be admissible to Canada (police and medical clearance)

 

Two Main Application Pathways

Gain PR Eligibility Before Coming to Canada

  • Apply for the Home Child Care Provider or Home Support Worker Pilot
     
  • Submit both:
    🔹 Work Permit Application
    🔹 PR Application (which will be put on hold)
     
  • After working at least 24 months (full-time) in Canada, your PR will be processed

 

Already Have Canadian Experience?

  • If you're already in Canada as a caregiver and have 24 months of eligible work experience, you can apply directly for PR under the same pilot programs

Important Reminders for OFWs

 

  • You do NOT need an LMIA if applying under the caregiver pilot programs—but the job offer must still be genuine and full-time.
     
  • Always process your application through IRCC and POEA/DMW.
     
  • Avoid "study-to-work" scams or agencies that promise fast PR without legal documentation.
